Does spending on training save money on recruitment?

We know is that recruitment costs money.  The Annual survey report 2008 published by CIPD states
“The average recruitment cost of filling a vacancy per employee is £4,667, increasing to £5,800 when organisations are also calculating the associated labour turnover costs.” 
We also know that training improves motivation and staff retention; so by spending on training are we saving on recruitment?
