Jane Slowey CBE
chair
Jane Slowey is chief executive of the Foyer Federation. She has extensive experience of the third sector and of government at all levels, and has contributed to development of public policy right across government. She is actively involved in the development of new arrangements for commissioning and funding learning and skills for young people and adults, and is helping develop the Third Sector National Learning Alliance, which will provide a voice for not-for-profit learning providers.
In 2008, Jane was invited by the Housing Minister to chair a working group to explore the role of Incentives and Obligations in tackling worklessness among social housing tenants. Among the many other roles she has fulfilled, Jane was Vice Chair of the National Council for Voluntary Organisations for six years; spent eight years as an elected city councillor in Birmingham and was a member of the City Strategic Partnership. She was awarded the CBE for services to disadvantaged young people in the 2009 Queen’s Birthday Honours list.
Julie Wilkes

Julie Wilkes is an experienced senior voluntary sector manager in the fields of strategic partnership working and workforce development and training. Formerly chief executive at Voluntary Action Wakefield, she was previously a member of Barnardo’s corporate UK team, developing quality systems and key areas of new business.
Julie has a strong skills background from her roles at Central Council for Education and Training in Social Work (CCETSW) and General Social Care Council (GSCC), where as Chief Inspector she led the team implementing the social work degree in England. Julie’s expertise lies in the leadership of partnership working and in developing systems to support a ‘learning organisation’.
Janet Fleming

Janet has worked in learning and skills in the voluntary and community sector since 1997, when she was director of the Royal Society for Arts, Manufactures and Commerce (RSA)’s Project 2001. This gave grants to small organisations to invest in learning, and evaluated the impact on their work.
In 2001 Janet joined the Voluntary Sector National Training Organisation (VSNTO), the strategic skills body which developed national standards for voluntary sector specific roles such as fundraising, trusteeship and managing volunteers. When the Government replaced National Training Organisations with Sector Skills Councils (SSCs) Janet managed the UK Workforce Hub at NCVO, which took forward and expanded the work of the VSNTO. She helped to set up Skills –Third Sector and is helping to develop the Third Sector National Learning Alliance.
Janet is Vice Chair of a small community arts organisation in London and is a Fellow of the Royal Society for Arts, Manufactures and Commerce.
